I Introduction

By the Decision on the Establishment of the business entity “BIO4” d.o.o. Belgrade (“Official Gazette of RS”, No. 54/23), the Government has established a limited liability company tasked with managing the BIO4 Campus Project. This Project aims to establish BIO4 Campus as a research and development center, serving as a convergence point for science and technology with industry, primarily in the fields of biomedicine, biotechnology, bioengineering, application of artificial intelligence in medicine and agriculture, environmental protection, and biodiversity conservation.

BIO4 Campus will be a unique complex housing at least nine scientific institutes, seven faculties, the NTP Belgrade extension for BIO4 startups, seven centers with exceptional scientific-research infrastructure (core facilities), accommodations for students and visiting researchers, a congress center, a multimedia science exhibition center, manufacturing facilities, and other amenities. Alongside these facilities, BIO4 Campus will feature dedicated spaces for research, development, and application of high-tech products by pharmaceutical, biomedical, and biotechnology companies.

 

Faculties of the University of Belgrade

The BIO4 Campus will fully accommodate the Faculty of Pharmacy and the Faculty of Biology of the University of Belgrade, while the Faculty of Agriculture, Faculty of Chemistry, Faculty of Technology and Metallurgy, Faculty of Medicine, and the Faculty of Sport and Physical Education of this university will have their relevant organizational units within the BIO4 Campus.

 

Scientific Institutes

The scientific institutes that will be fully housed in the BIO4 Campus include the Institute of Molecular Genetics and Genetic Engineering, Institute of Medical Research, Institute for the Application of Nuclear Energy, and Institute of Chemistry, Technology, and Metallurgy. Additionally, the Institute for Artificial Intelligence, Institute for Biological Research “Siniša Stanković”, Biosens Institute, and Institute for Cardiovascular Diseases “Dedinje” will have their respective organizational units within the BIO4 Campus.

It is expected that BIO4 Campus will host more than 1,500 researchers, including over 1,000 PhD holders. Additionally, more than 4,000 students are expected to study at BIO4 Campus.

 

Core Facilities

BIO4 Campus will feature core facilities with state-of-the-art equipment and laboratories available to scientific institutes, faculties, startups, and companies residing in the campus, including:

• Internationally accredited Center for Experimental Animals (vivarium)
• BSL3 Laboratory
• Microscopy and Imaging Center
• Protein Center
• Instrumental Analytics Center
• Cytometry Center
• Biokinetic Sports Laboratory

In addition to these, BIO4 Campus will have over 300 laboratories available to residents and partners of the campus.

 

II Subject of Interest

The subject of this public call is to gather letters of interest from domestic and foreign legal entities interested in renting office and laboratory space within the BIO4 Campus, with the aim of negotiating lease agreements with them.

Letters of interest should include specifications regarding the required size of office and laboratory space, as well as any specific requirements necessary for conducting activities. Companies submitting letters of interest for leasing more than 3,000 square meters of space will be invited for consultations regarding potential construction of a dedicated facility to meet their needs.

A letter of interest submitted in accordance with this public call does not constitute, nor can it be considered, a contract, nor does it create any rights or obligations for the company or BIO4 d.o.o. Belgrade.

 

III Interested Legal Entities

This public call is intended for legal entities, whether local or part of a related foreign legal entity, engaged in research and development in areas compatible with the activities defined in the introductory remarks of this call.

Interested legal entities should meet one or more of the following conditions:

• They plan to conduct research, development, and application of innovative technologies, products, or services in the BIO4 fields in Serbia;
• They plan to or already have established scientific and technological cooperation with faculties or scientific institutes within the BIO4 Campus;
• Their operations are directly linked to research and development activities, education, or business development of tenants within the BIO4 Campus (e.g., professional investors, key suppliers, technical consultants, etc.).

 

IV Expression of Interest

The letter of expression of interest for this public call should include the following:

• Information about the legal entity;
• Description of current and planned activities;
• Plan for the development of innovative technologies, products, and services to be developed within the BIO4 Campus;
• Description of existing or planned potential cooperation with faculties and scientific institutes within the BIO4 Campus, accompanied by a letter (confirmation) from the faculty or scientific institute regarding the collaboration;
• Size requirements for office and laboratory space;
• Specification of specific conditions necessary for conducting activities;
• Portfolio of intellectual property.

 

V Deadline

This public call is not time-limited.

 

VI Applications

Applications must be submitted exclusively via email to office@bio4.rs with the subject line “Expression of Interest”.

Companies submitting incomplete applications will be informed about necessary supplements.

All information provided in the application and accompanying documentation will be treated as confidential, except for data that is otherwise publicly available.

 

VII Consideration of Applications

Applications will be evaluated based on the order of submission as well as the following criteria: the nature of the business, past research and development achievements, development plans, value of intellectual property, market potential of technologies and products to be developed, potential for research and development collaboration with other tenants of the BIO4 Campus, and the potential impact of the legal entity on the development of the BIO4 ecosystem.

BIO4 d.o.o. Beograd will establish a committee to review the applications. Companies that the committee determines will contribute to the development of the Campus and the BIO4 ecosystem through their activities will be invited for further consultations aimed at establishing business and technical cooperation and signing lease agreements. 

 

VIII Confidentiality of Information

BIO4 d.o.o. Beograd will treat received information as confidential, safeguarding it except where such information is publicly available.

I Uvodne napomene

Odlukom o osnivanju privrednog društva „BIO4ˮ d.o.o. Beograd („Službeni glasnik RS”, broj 54/23) Vlada je osnovala privredno društvo koje će upravlјati Projektom BIO4 Kampus. Ovim Projektom predviđeno je da BIO4 Kampus bude istraživački i razvojni centar, odnosno da bude tačka sastajanja nauke i tehnologije sa privredom, pre svega u oblastima biomedicine, biotehnologije, bioinženjeringa,  primene veštačke inteligencije u medicini i polјoprivredi, zaštiti životne sredine i očuvanju biodiverziteta.

BIO4 Kampus će biti jedinstveni kompleks gde će se nalaziti bar devet naučnih instituta, sedam fakulteta, ekstenzija NTP Beograd za BIO4 startape, sedam centara izuzetne naučno-istraživačke infrastrukture (core facilities), centar za smeštaj studenata i gostujućih istraživača, kongresni centar, multimedijalni izložbeni centar nauke, proizvodni kapacitet i drugi sadržaji. Pored ovih sadržaja, u okviru BIO4 Kampusa posebno mesto će imati objekti namenjeni za aktivnosti istraživanja, razvoja i primene visokotehnoloških proizvoda farmaceutskih, biomedicinskih i biotehnoloških kompanija.

 

Fakulteti Univerziteta u Beogradu

U BIO4 Kampusu biće u celini smešteni Farmaceutski i Biološki fakulteti Univerziteta u Beogradu, dok će Polјoprivredni, Hemijski, Tehnološko-metalurški, Medicinski i Fakultet sporta i fizičkog vaspitanja ovog univerziteta u BIO4 Kampusu imati svoje relevantne organizacione delove.

 

Naučni instituti

Naučni instituti koji će u celini biti smešteni u BIO4 Kampusu su Institut za molekularnu genetiku i genetičko inženjerstvo, Institut za medicinska istraživanja, Institut za multidisciplinarna istraživanja, Institut za primenu nuklearne energije i Institut za hemiju, tehnologiju i metalurgiju, dok će Institut za veštačku inteligenciju, Institut za biološka istraživanja „Siniša Stanković“,  Institut „Biosens“ i Institut za kardiovaskularne bolesti „Dedinje“ imati svoje relevantne organizacione delove.

Očekuje se da će u BIO4 Kampusu raditi više od 1.500 istraživača, među kojima će biti više od 1.000 doktora nauka. U BIO4 Kampusu će studirati više od 4.000 studenata.

 

Centri izuzetne naučno-istraživačke infrastrukture (core facilities)

BIO4 Kampus će sadržati i centre izuzetne naučno-istraživačke infrastrukture (core facilities) sa najsavremenijom opremom i laboratorijama koji će biti na raspolaganju kako naučnim institutima i fakultetima, tako i startapima i kompanijama koje će biti stanari BIO4 Kampusa, i to:

• Međunarodno akreditovani centar za eksperimentalne životinje (vivarium)
• BSL3 laboratorija
• Centar za mikroskopiju i snimanje
• Centar za proteine
• Centar za instrumentalnu analitiku
• Centar za citometriju
• Biokinetička sportska laboratorija

Pored navedenih, BIO4 Kampus će sadržati i više od 300 laboratorija koje će biti na raspolaganju stanarima i partnerima Kampusa.

 

II Predmet interesovanja 

Predmet ovog javnog poziva je prikuplјanje pisama o zainteresovanosti domaćih i stranih pravnih lica koja su zainteresovana za zakup kancelarijskog i laboratorijskog prostora u BIO4 Kampusu, kako bi se sa njima realizovali ugovori o zakupu.

Pismo zainteresovanosti treba da sadrži specifikaciju potrebne veličine kancelarijskog i laboratorijskog prostora, kao i eventualnih specifičnosti prostora koje su neophodne za obavlјanje delatnosti.

Kompanije koje dostave pismo zainteresovanosti za zakup više od 3000 kvadratnih metara prostora biće pozvane radi konsultacija o potencijalnoj izgradnji posebnog objekta za njihove potrebe.

Pismo zainteresovanosti podneto u skladu sa ovim javnim pozivom ne predstavlјa niti može biti smatrana ugovorom niti iz nje mogu proisteći bilo kakva prava ili obaveze kompanije ili BIO4 d.o.o. Beograd.

 

III Zainteresovana pravna lica

Ovaj javni poziv namenjen je pravnim licima koja se, lokalno ili u okviru povezanog stranog pravnog lica, bave istraživanjem i razvojem u oblastima kompatibilnim sa oblastima delovanja BIO4 Kampusa definisanim u uvodnim napomenama ovog poziva.

Zainteresovana pravna lica treba ispune neki od sledećih uslova

• da planiraju istraživanje, razvoj i primenu inovativnih tehnologija, proizvoda ili usluge iz BIO4 oblasti u Srbiji;
• da planiraju, ili već imaju ostvarenu naučno-tehnološku saradnju sa fakultetima ili naučnim institutima u okviru BIO4 Kampusa;
• da je njihovo poslovanje direktno povezano sa istraživačko-razvojnim aktivnostima, obrazovanjem ili poslovnim razvojem stanara BIO4 Kampusa (npr. profesionalni investitori, klјučni dobavlјači, stručni konsultanti i drugo).

 

IV Iskazivanje zainteresovanosti

Pismo kojim se iskazuje zainteresovanost ovaj javni poziv sadrži:

• podatke o pravnom licu;
• opis postojeće i planirane delatnosti;
• plan razvoja inovativnih tehnologija, proizvoda i usluga koje bi se razvijale u okviru BIO4 Kampusa;
• opis postojeće ili plan potencijalne saradnje sa fakultetima i naučnim institutima u okviru BIO4 Kampusa, uz koji se dostavlјa pismo (potvrda) fakulteta ili naučnog instituta o saradnji;
• veličina potrebnog kancelarijskog i laboratorijskog prostora;
• specifikaciju posebnih uslova neophodnih za obavlјanje delatnosti;
• portfolio intelektualne svojine.

 

V Rok

Ovaj javni poziv nije vremenski ograničen.

 

VI Prijave

Prijave se podnose isklјučivo elektronski na adresu office@bio4.rs u subjektu mejla navesti „pismo o zainteresovanosti“.

Kompanije koje pošalјu nepotpune prijave biće obaveštene o potrebnim dopunama.

Svi podaci navedeni u prijavi i pratećoj dokumentaciji tretiraće se kao poverlјivi, izuzev onih podatka koji su inače javno dostupni.

 

VII Razmatranje prijava

Prijave će biti razmatrane prema redosledu podnošenja kao i prema delatnosti, dosadašnjim istraživačko-razvojnim rezultatima, planovima razvoja, vrednosti intelektualne svojine, tržišnom potencijalu tehnologija i proizvoda koje se planiraju razvijati, potencijalu istraživačko-razvojne saradnje sa drugim stanarima BIO4 Kampusa, kao i potencijalnom uticaju zainteresovanog pravnog lica na razvoj BIO4 ekosistema.

BIO4 d.o.o. Beograd će obrazovati komisiju koja će razmatrati prijave.

Kompanije za koje komisija proceni da će svojim delovanjem u BIO4 Kampusu doprineti razvoju samog Kampusa i BIO4 ekosistema, biće pozvane na dalјe konsultacije u cilјu uspostavlјanja poslovno-tehničke saradnje i potpisivanje ugovora o zakupu.

 

VIII Poverlјivost informacija

BIO4 d.o.o. Beograd će dobijene podatke čuvati i štititi kao poverlјive,  osim onih koji su javno dostupni.
