A step toward Phase A of construction works at BIO4 Campus: Location permits issued for four faculties, several institutes, the Minglarium, and two Science and Technology Parks

The first phase of construction of facilities within the BIO4 Campus project in Voždovac is one step closer to realization on the ground. The Ministry of Construction, Transport and Infrastructure has issued the Ministry of Public Investment with the location conditions necessary for preparing the conceptual design, the building permit design, and the construction design, in line with the Spatial Plan for the Special Purpose Area of the BIO4 Campus, within Phase A.

Phase A, as can be seen from the issued conditions, covers more than a third of the total area — more precisely, around 9.4 hectares (out of a total of 26 ha). This phase covers the research campus with complementary facilities (units J1.1 and J1.2), planned between Vojvode Stepe Street, Boulevard Peke Dapčevića, and the Kumodraž 1 neighborhood.

The site for which the conditions were issued (construction plot J1.1) previously belonged to the "Torlak" military complex, which consisted of several freestanding buildings ranging from ground floor to ground floor + one floor + attic. As a reminder, all existing buildings on the plot, along with existing installations, have been removed.

Within Phase A, construction of several facilities is planned across multiple stages, with the projected gross built-up area for the part of the phase covered by the issued conditions amounting to around 248,500 m². The largest areas — around 63,000 m² each — are earmarked for the faculties and institutes, while the two science and technology parks are planned to cover around 49,000 m² and 26,000 m², respectively.

What is covered by Phase A?

Building 01 – Building of the Faculty of Biology and Faculty of Pharmacy, and space for future users from the University of Belgrade

Building 02 – Institute Complex, Unit I and Unit II

Central gathering space for BIO4 Campus users with compatible amenities (central open space, hospitality facilities, the "Minglarium" Business and Congress Center, sports facilities, technical support buildings, and auxiliary structures)

Within Phase A, construction is planned to be carried out in stages. As indicated, each stage will be subject to separate technical documentation — that is, it is defined graphically, textually, and numerically in the investment and technical documentation. Each construction stage, whether independently and/or together with a previously started and/or completed stage, constitutes a technical, technological, and functional unit.

Stage 1 will cover infrastructure and outdoor landscaping, Stage 2 the construction of the faculties, and Stage 3 the Institute Complex (Units 1 and 2) and the Minglarium building along with its associated outdoor landscaping. In Stage 4, Science and Technology Park 1 and 2 will be built along with outdoor landscaping and underground garages, and this stage is divided into two sub-stages. Stages 5–8 involve the construction of the business buildings, while Stage 9 covers the construction of the Vivarium with its outdoor landscaping.

As specified, the execution of Stages 1, 2, 3, and 4A must take place simultaneously (the structural portion of each stage).

The BIO4 research campus, as a reminder, is planned on both sides of Vojvode Stepe Street and includes the former "Torlak" military complex east of Vojvode Stepe Street — PHASE A — as well as the existing complex of the "Torlak" Institute of Virology, Vaccines and Sera, the Faculty of Pharmacy complex, and the Institute of Molecular Genetics and Genetic Engineering, west of Vojvode Stepe Street — PHASE B.

The Plan defines the following construction plots:

Within Phase A:

  • 1 – approximate area of 81,317 m²
  • 2 – approximate area of 12,721 m²

Within Phase B:

  • 3 – approximate area of 52,485 m²
  • 4 – approximate area of 113,326 m²

It was also noted that, since an extension of Metro Line 3 is planned in order to better serve the area in question — which will be the subject of separate planning and technical documentation — further development will require additional cooperation with JKP Beogradski metro i voz (Belgrade Metro and Train Public Utility Company).

The Government of Serbia has recently adopted a decision on the expropriation of land for the needs of the BIO4 Campus project. As a reminder, preparatory works on the construction of a facility within the BIO4 Campus, specifically in the village of Rakovica — where animals used for the needs of the Torlak Institute will be housed — began in May 2023.

Four months later, the Draft Law on the Ratification of the Framework Agreement on the Project Loan for the Construction of the BIO4 Campus between the Council of Europe Development Bank and Serbia was also adopted.

In October of the same year, a tender for preparatory works for the construction of the BIO4 Campus was announced, which also involved the demolition of buildings covering 3,656 m².

The end of 2023 was marked by the news that construction of the BIO4 Campus — that is, its first phase, covering around 110,000 m² — had officially begun, where seven faculties of the University of Belgrade will be housed, along with nine scientific institutes, an extension of the Science and Technology Park in Belgrade, and spaces for companies.

In September 2024, the Decree on Establishing the Spatial Plan for the Special Purpose Area of the BIO4 Campus was also adopted.

The estimated value of the investment is around EUR 350 million, of which EUR 200 million has been secured from the Council of Europe Development Bank for the initial infrastructure works. As previously announced, the plan is for the entire project to be completed by 2026.
