30/12/2025

The Ministry of Construction, Transport and Infrastructure of the Republic of Serbia has issued location conditions for the phased construction of the BIO4 Campus in Belgrade, marking one of the key steps toward the realization of this nationally significant strategic project. The location conditions were issued in accordance with the applicable legal framework and the Spatial Plan for the Special-Purpose Area “BIO4 Campus,” adopted in 2024. They apply to the construction of Phase A of the campus, on construction parcels located within the Kumodraž cadastral area, in the territory of the Voždovac municipality.

The BIO4 Campus is planned as a modern scientific research and innovation complex covering approximately 26 hectares, intended for development and applications in the fields of biomedicine, biotechnology, bioinformatics, and biodiversity. The campus will host faculties, scientific institutes, research and development centers of various companies, startups, investors, as well as supporting facilities necessary for the functioning of a high-level scientific and business biotechnology ecosystem.

The planned Phase A includes the construction of faculty and institute buildings, business buildings, a science and technology park, the central “Minglarium” complex as a place for gathering and knowledge exchange, a vivarium, accommodation facilities, as well as complete infrastructure and site development.

The issuance of the location conditions creates the prerequisites for the start of construction and further phased implementation of the project. The BIO4 Campus represents one of the most significant investment and development initiatives in the Republic of Serbia, aimed at strengthening national innovation capacities, stimulating new momentum in economic development, and positioning Serbia as one of Europe’s biotechnology hubs.
